This is a simple frame design drawn in the Art Nouveau style, with a circular blank surface in its center, and designed to decorate square surfaces.

The frame design was found in the book titled 'The boy mechanic” Book 1', (Publisher: Popular mechanics magazine, 1945) i.e., in the picture added to the section labeled 'Brass Frame In Repousse'. Based on the text in the book, it was to decorate the lid of a metal box and to be stamped with punches into the lid. Its central circular surface is quite small, and if you need more space to print some text or insert an illustration, you can delete two circles, which will at least slightly increase the space available.

This frame design is very easy to draw because it is symmetrical; it is enough to draw a 45-degree segment only, and the whole pattern is obtained either with mirror copying or a combination of mirror and rotary copying.

To modify this Art Nouveau frame design you will need vector editing (Adobe Illustrator, Inkscape, CorelDraw..) or 2D CAD software (AutoCAD, QCAD, NanoCAD, Solid edge  2D Drafting...).
